Vince introduced XFL commissioner Oliver Luck, who said the XFL wants to complement fall football and reimagine the game.
The St. Louis team will play in The Dome at America's Center, the former home of the Rams.
The football league is the brainchild of World Wrestling Entertainment Chairman Vince McMahon.
Today's big reveal fell in line with a report from last week which caught a potential leak on the XFL website, listing the phone numbers for eight league headquarters in different cities around the country.
In all, eight cities will get an XFL squad: Dallas, Houston, Los Angeles, New York, Seattle, St. Louis, Tampa Bay, and Washington, D.C.More news: Central Intelligence Agency director convinces senators of Saudi crown prince's role in Khashoggi murder

In the spring, the only football TDECU usually sees is the Red & White spring training game, but professional football will grace its fields in 2020.
McMahon said there is a long term financial commitment to the XFL, and that the game play will be innovative and exciting.
McMahon is "personally funding" the new leaugue. He said research indicates fans want more football, and they want to give it to them. Luck promised a quicker pace of play with the overall goal of keeping games under three hours. It will also cater to families looking for affordable ticket options. The XFL is now testing out elements of its format with junior college football teams to solidify a final on-field product.
The XFL was originally founded in 1999, but closed after one season. Player salaries will be "very competitive", and rosters will be drawn from all available players, including those who have been cut from National Football League teams, Luck said.
